November 2002
Oregon Universal Health Proposal Shot down
Portland, OR In the November elections this year, Oregon voters said No to Measure 23, Health Care for All-Oregon. The universal insurance plan which would be the first in the nation covered everything from long-term care to brain surgery to marital counseling, the Washington Post reports. The final results were: 254,280 people (21.4 percent) voted yes, while 936,753 people (78.7 percent) voted no.
The Measure would have required increases in payroll and personal income taxes, but supporters say those costs would have been offset because residents would no longer pay premiums for private health insurance. Business interests argued that it would result in economic disaster.
The individuals who drafted the plan and got it on the ballot issued a statement on their website saying that they will be working with community leaders to re-word the proposal for another try in the 2004 elections.
